WSP Trooper Keltz

On 12/20/07, Trooper Keltz wrote report 07-015921. He detailed how the suspect was speeding + slid out of his lane of travel, had bloodshot+watery eyes, flushed face, repetitive speech, "fair" coordination, and a faint odor of intoxicants on his breath. The Trooper concluded there was "slight impairment" (since "no impairment" is never an option).

However, the PBT prodcued only a .02 reading. A blood draw two hours later showed absolutely NO blood ethanol when tested 1/8/08.

If it hadn't been for that actual blood draw evidence, what do you think the chances were a DUI would've been filed based on this Trooper's keen "observations?"
